Harry Wardman and Thomas P. Bones constructed the building at 520 North Capitol Street, NW. It opened in 1922 as the Commodore, a working-class hotel that was convenient for travelers coming in from the recently opened Union Station. At that time, the hotel had 140 rooms, each with a small twin bed and shared bath. Private baths were added in the 1940s.
In 1982, the property was purchased by Irish-American entrepreneur Daniel J. Coleman, who closed it for two years to undertake a massive transformation. After an extensive renovation, which included modernizing the entire building, reducing the room count to 120, and adding on the ninth floor, the property re-opened in 1985 as the Phoenix Park Hotel.
